I think it comes straight from Messere ie. Mr..... not necessarily used for personalities only ("In guardia, Messere" used in duels, for example)

I don't see this as non-pro, and to be perfectly honest, if you read the asker's context, it clearly says that the person is a priest, not a notary. This translation makes much more sense in that case.
