give concrete form to the plan Explanation: This use of "declinazione" probably comes from "declinare" in its grammatical sense, i.e., the equivalent for nouns and verbs of what "coniugare" is for verbs. It means to flesh out, to modify for the different grammatical cases. In contemporary Italian it is used to mean "to adapt", but some people seem to use it in the sense of "to prepare", "to work out", or "to implement". In the context that you provide, it seems to clearly refer to taking an existing annual plan and putting it into concrete form by elaborating specific canvassing activities based on it.
