No, my job title is Chief Engineer and I'm a public servant.
The question is the translation of the professional profile.
In Italy there is on one hand the Job Title and on the other hand the Professional profile. The professional profile is a sub-category of the contractual status: we have Employee (Impiegato), Executive (Quadro), Director (Dirigente). "Istruttore Tecnico Direttivo" is part of Executive level. I hope now it is more clear the situation and the matter. The translation of "Istruttore" is the key point.

So would you say you're an advisor? Maybe something like "senior specialist advisor"?
"Tecnico" is often a false friend, since "technical" tends to be associated with technology in English.

I need a translation for "Istruttore Direttivo Tecnico", my professional profile. The literally translation could be "Technical Executive Instructor" but, in my opinion, Instructor isn't correct in English because it has another meaning respect the Italian one for this specific profile. The Italian "Istruttoria" is the preliminary process needed in order to take the final decision of the public administration regarding an administrative/technical measure/act. "Istruttore" is the one responsible to the whole "Istruttoria" process. I hope it is more clear now.
