I agree with Phil G. about more context, namely whether the account holder, as a 'pledgor' has assented to the assignment or whether it has been forced on the latter for some reason e.g. attached or distrained by a judgment creditor.

Foreclosure of a bank a/c may work in the USA cf. garnishment of wages and/or Canada, but not really in the UK cf. attachment of earnings.
