Italian term or phrase: lunghezze si presentano più bagnati che unti
Specialist shampoo for dry flaky scalp and with greasiness. Context:

"Ideale per lavaggi frequenti e adatto anche per i bambini, lascia un capello soffice ed estremamente luminoso. Utile in caso di iperidrosi, quando cute e lunghezze si presentano più bagnati che unti."

It is the sense of the entire phrase that is throwing me, although I can see the meaning of each word, I just can't join it all up.

The hair looks wet not greasy

Explanation:
I feel it is a mistake to be too literal in these cases.
I've never heard of hair described as 'lengths' in English.

Apply Conditioner Strategically
Go ahead, apply your favorite conditioner liberally from the mid-lengths to the ends of your strands, but resist the urge to massage it into your scalp — it will only do harm, Pullan tells us. “Conditioner is meant to moisturize hair, not skin,” he says. “It will clog the pores in your scalp and cause further issues with buildup.”

Hair Conditioner – This is best used for people with coarse hair. After shampooing, apply oil liberally to lengths of hair
