Non-vacant land Explanation: This means any land / property / real estate that has any structure(s) / building(s) on it. As a land having no structures on it is called "vacant land" (see definition at http://dictionary.cambridge.org/dictionary/english/vacant-la... I think the opposite should be "non-vacant land".
