I've looked at the meanings of ΣΕΑ given on asas.gr, and I've found one or two meanings elsewhere, and I've looked in the obvious place: Presidential Decree 1180/81.

Would prefer not to spend all day puzzling about this.

Any ideas?

Attiki Odos uses this terminology in its English pages (see link).

Presidential Decree 1180/81 governs emissions of various types of activities (and therefore buildings), some of which are found in D.S.S.s.

I hope this helps
