I doubt that in 1916 the energetic heating demand was determined including solar radiation and air tightness. This has only recently become common practice in Germany.

The two specifications seem to go hand in hand here. Maybe they are worried that the Cementverputz would be so efficient that it would stop the air circulating? Any building measures have to take into account all seasons.

The parish meeting in question was held on Jan. 3, 1917, when it would have been very cold in Nebraska. The parish was voting to build a new church at this time, so one could assume that the school probably wasn't in great shape at this time either. I'm guessing the school (probably one room) was cold from air drafts coming through the floor boards. I'm sure they had no sophisticated type of heating and certainly no type of cooling. They probably had a wood-burning stove in the room for heat. So perhaps: "...and that the (cold) air drafts coming from under the floor be remediated." Does that sound plausible?????

Das ist wirklich nicht einfach zu entscheiden. "Luftzug durch die Türspalten" wäre eindeutig. Aber "unter dem Fußboden" gibt es höchstens einen Keller oder eine Krypta. Und "im Fußboden" würde auf eine Fußbodenheizung oder Entlüftung hindeuten. Ob 1916 derartige Heizungen in Nebraska benutzt wurden, ist fraglich, auch wenn die Römer so etwas schon hatten.

Man müsste noch mehr über die baulichen Eigenheiten dieser Kirche wissen, um entscheiden zu können, oder weiter im Text nach Stellen suchen, die darauf Bezug nehmen.
