German term or phrase: Luftzug
This passage comes from some Lutheran church records in Nebraska (USA), specifically from the minutes of a parish meeting held around 1916: "Die Herren Schulvorsteher möchten veranlassen, das daß Fundament der Schule einen Cementverputz erhält, und das der Luftzug unter den Fußboden der Schule regulirt wird."

I'm not sure if "Luftzug" here refers simply to an "air draft," which perhaps comes up through the floor boards of the church and needs to be controlled, or whether "Luftzug" here refers to a physical object, such as an "air flue," which needs some sort of "regulating"?????

Any suggestions?

I don't think that 'regulieren' here implies 'regulation'.

air draft

Explanation:
Thank you for supplementing the context. I suppose the the phrase 'We would usually not recommend filling expansion joints, but the gaps between the boards were quite wide and the problem of drafts from under the floor was an issue' relates to the subject. This confirms that the draft was passing through the gaps in the wooden floor.

We can phrase as following:

'The school principals would like to arrange for the basement/footings of the school to be plastered with cement and for (that the) the draft under the floor of the school to be controlled (reduced, prevented, eliminated, stopped)'.

1. Check the condition of the caulking around the exterior of your windows and if you see cracks and gaps remove the old caulk and replace with a good grade silicone sealant.
2. If your windows do not close securely inspect the locks and make sure the work smoothly and and line up.
