Port of refuge is a situation wherein a vessel has to be diverted to a port because of an emergency which has made it unsafe to sail further. The decision to call for a port of refuge is taken by the master of the ship when he finds that continuing the voyage would be dangerous to the safety of the crew, ship, and the environment.

The transporting of goods or passengers by a ship registered in one country that takes place solely from port to port of another country (along the coast) and usually governed by that country's national law. Laws granting permission to conduct coastal trade are generally restrictive in every country. Also called cabotage.

Coastal shipping, that is shipping within 20 nautical miles of the coastline. The requirements for movement of vessels in this part of the sea are different from standard requirements of deep sea shipping.

Coastal ship movements require smaller vessels and lesser draft, and therefore, involve lower costs

Thanks Francis. Greenwoods maritime insurance website notes that a port of refuge can be simply a port of call, and I'm inclined to think that is what is meant here, so I've gone with "a port for coastal trade and a port of call".

agree  Daryo: these should be two questions - there is no reason why "de relâche" and "de cabotage" should always be a pair.
