It could mean a breast wall, but it could mean the supporting masonry under a balustrade or Juliet balcony. It doesn't mean a "spandrel", which is a "tympan" in French.

What are the "aménagements" referred to? I would guess that this is the clear height available for getting stuff in and out of the building. So, if the height is measured before the sills and windows are installed, it would be from the top of the breast wall, if after, then it would be from the sill or bottom of the window opening.
