English term or phrase: Power Load
Here is the phrase:

No context provided, this is listed in a spreadsheet with phrases seems all unconnected to others. However, these phrases is often used in material safety data sheets (MSDS), or when it comes to enviromental management polices/regulations.

Could anybody can help explain it (or the full phrase)? Any insight into this would be highly appreciated.

disagree  Tony M: But nothing whatsoever to do with the specific context here! Even in an electrical context, the 'load' is not the 'output'.

power load
explosive charge

Explanation:
It's the cartridge used for nail guns etc. Basically a bullet without the actual bullet. They are used for shooting nails into concrete and that sort of thing.

Note that the term refers to the explosive and not the thing (nail, bolt, etc.) being shot.
