That's the essence of it. It is also a non-directional material, because the fibres have to be layered at different angles to make them adhere to each other and create an even cloth.
It can be made of soft or tough fibres, the result can be thin, light soft felt, or a thick, tought material, depending on the intended use. The thickness can be considerable, to make the felt totally rigid, like a plank.
Of course, lining felt is just a moderately thick, soft, sound-absorbing and protective material.

My mother had a beautiful dressing mirror with three small drawers lined with fine green felt. It dampens the sound that would be made by small objects moving about in the drawer as it's opened.

Felt is traditionally made of wool and after weaving the fibres are matted together by using heat and friction so that the weave is not visible. This makes a strong, hard-wearing, soft, lint-free and even-surfaced fabric that is ideal for billiard tables or cutlery drawers. It is most unlikely that a cabinet would be lined with thick felt, more likely to be fine or medium.
