English term or phrase: raided supermarkets for all protective equiment
Running out of masks, Hongkongers raided supermarkets and pharmacies for all protective equipment.

Does "raid" suggest that they went there and stole face masks and other things? Or does it have to do with the number of people who went there desperately at the same time to buy those products? Thanks in advance.
