My guess: if the amount of silt inside and outside the dredged area at the end of the previous summer period is known, the outside area is surveyed to determine the decrease in silt and the inside area to determine the increase in silt. Probably other factors also have to be determined about silt being redistributed in both areas without being transferred from one to the other.
