Just thought it worth noting that the examples you give below are of very mixed quality. The quora one is really not a reliable source. When quoting sources, it's important to vet them first for quality and appropriateness. However, I think it's already been established that a register can be called a "diary", and not just in India.

I believe that this “dairy” is a type for “diary”, and that the latter refers to a kind of register book (apparently maintained by the police) where importante events (including births, deaths and marriages) are recorded:

I think 'diary' refers to some kind of daily register in which events (such as the report of a birth) are recorded every day as they happen.

The word "diary" is, or at least used to be, sometimes applied to a ledger or book of official records.

I agree that it seems strange to have a stamp with a typo, but apparently it happens; here is an Indian document with two stamps at the top: one on the left reading "Dairy No." and another on the right reading "Diary No.":

One does, indeed, have diaries in offices and a register arranged by date could certainly be called a "diary" in the UK.

When I was young, I remember having trouble remembering 'dairy/diary' and 'angel/angle', and I don't think I was alone!

Either this is a variation on being born in a barn, or it's a typo as suggested by philgoddard. "Diary" is the more likely of the two.
