English term or phrase: Legally binding (but not completely)

I am trying to find a suitable word that means that somebody's signature can be used for somebody else for a particular purpose, but is NOT an absolute binding signature.

The original term (from Romanian "opozabil") means that the signature is not "absolute" as it will still be subject to judiciary scrutiny.

Explanation:
When signing for someone in their place p.p. is the abbreviation used before the signature, which is short for the Latin 'per procurationem', or 'per pro', meaning "for and on behalf of".
It does not of itself prove any legal power of attorney has been granted.
