This is rather awkward writing, possibly by someone whose first language is not English. I don't think "systematic" adds anything to the sentence, and I would ignore it. "Creative" is a slightly inappropriate word, too, because creative accounting implies bending the rules or even committing fraud.

disagree  Daryo: very roughly it's that BUT as you can have many different kind of "software" => you can't just ignore the "systematic" character of this particular software, simply because it means nothing to you.
