Explanation:
Sounds kinda armoured, but panser (or motorpanser) is in fact the term for hood or engine hood (as in pop the hood, let's have a look). It is apparently lying across the master cylinder maintenance lid, and needs to be moved out of the way for said lid to be opened.
Having said all that, I am in severe doubt. If this is a car, it makes no sense. Neither your basic Hyundai Popsicle nor your fully loaded Cadillac Escalade has master cylinders that need or can have maintenance performed upon them, and hence have no lids for such a porpoise. If they had, surely the master cylinder would be located nowhere near the base of the windscreen, in front of which is the rear of the bonnet, as the Brits would have it, complete with a weatherstrip or seal to keep aliens and rain out.
So unless you are translating something like the shop manual for a Duesenberg V-16, it is probably NOT a car, in which case my suggestion should be ignored completely. But hey, it's a slow day here in dreary autumn Oslo.
