English term or phrase: grant a liability order.
If you do not pay your council tax you may be sent a summons. A summons is a request for you to attend a court hearing where the council will ask the magistrate to grant a liability order. This is an order which enables the council to ensure payment of your outstanding debt.You have the right to attend the court and offer evidence as to why you are not liable for the debt. Even if you decide not to attend court, you should speak to the council or, if you prefer, your Local Citizens Advice Bureau. The council will try to come to a reasonable arrangement with you for payment but they cannot do that unless you contact them. It can do this by one of the following means:


distraint - bailiffs may seize your goods and sell them at auction
committal proceedings - after a means hearing, you could be sentenced to up to three months in prison
attachment of earnings - regular deductions made from your wages by your employer
attachment of benefit - weekly deductions from your income support

Iz svih dolje navedenih definicija I linkova mislim da se ovdje radi o nalogu za prinudnu naplatu (to enforce payment) pa bez obzira sto izraz sam po sebi ne sadrzi takav termin mislim da se ipak radi o prinudnoj naplati pogotovo sto je po njegovom izdavanju moguca ovrha

Članak 4.
(Ovlasti UNO u postupku prisilne naplate)
(1) Na zahtjev UNO dužnik neizravnog poreza treba osigurati UNO popis svoje
imovine, čija je vrijednost dovoljna za pokrivanje duga po osnovi neizravnog poreza.
(2) Službenici UNO koji izvršavaju prisilnu naplatu duga mogu provesti provjere i
istrage postojanja imovine dužnika neizravnog poreza, kao i u kakvom je stanju ta
imovina.
(3) Službenici UNO koji izvršavaju prisilnu naplatu duga imaju pravo primijeniti sve
ovlasti koje im je dodijelio UNO u sklopu zakona.
(4) UNO poduzima mjere osiguranja sukladne odredbama Zakona o postupku
neizravnog oporezivanja.
DIO II. POSTUPAK PRISILNE NAPLATE
1. Opće odredbe
Članak 5.
(Priroda postupka prisilne naplate)
(1) UNO je jedino nadležno tijelo za vođenje i rješavanje svih predmeta u postupku
prisilne naplate.
(2) Postupak prisilne naplate koji vodi UNO ne može se podudarati s bilo kojim drugim
sudskim ili ovršnim postupkom, osim u slučajevima predviđenim člankom 6. ovoga
Zakona.
(3) UNO primjenjuje svoje ovlasti u postupku prisilne naplate uz dužno poštovanje,
kako bi izbjegao bilo kakvu povredu osobnog dostojanstva i nepotrebne neugodnosti
dužnika.
(4) Postupak prisilne naplate i njegove proceduralne mjere pokreću se i provode po
službenoj dužnosti. Kada je postupak pokrenut, može se obustaviti samo u slučajevima i
pod uvjetima propisanim zakonom.
