This is a course on a university transcript for 1st Year initiële lerarenopleiding leraar kleuteronderwijs. Belgian, 2003. There's no other information on that specific course.
I've found part of a curriculum for another school. It looks like the class includes basics of how to measure volume, distance. Collections, basic arithmetic. Patterns. Same and different within a collection. How to tell time. Logical order of things.
It looks like the basics of how to look at the environment we’re moving around in and make sense of it, but I'm having trouble thinking of a course name that would make sense.
Do we have something like that in American English?

I did a bit of googling, and indeed, your suggestion for a literal translation, '(promoting the) development of mathematical thinking in young children (i.e., preschoolers and kindergarteners)' seems to (almost) cover it. That is, I found some sources where the focus is also on other/related aspects (other than only on the mathematical aspect), such as scientific/rigorous/methodical, etc. … thinking.

Explanation: Based on what you already found yourself and on the below references, I'd probably opt for 'early math skills' (BE early maths skills) or 'pre-math skills' (BE pre-maths skills) rather than more literal or elaborate translations such as '(promoting the) development of mathematical thinking in young children (i.e., preschoolers and kindergarteners)'.
