vaseline filled cable


Explanation:
Not having the benefit of seeing the context, this is a bit of (intelligent, I hope!) guess work. Vaseline - or petroleum - jelly is used as a filler in some types of cable suited to burial in the ground. (Vaseline, as you will know, does not mix with water so it keeps the conductors in the cable dry even if the cable casing should become perforated or if water seepage occurs at the cable joints).
