From an article concerning the Danish educational system and Danish society: "I 1972 blev undervisningspligten endvidere udvidet fra syv til ni år for at imødekomme de øgede krav, samfundsudviklingen mentes at stille til de kommende samfundsborgere." I translated the first part of this as "In 1972, the term of compulsory education was also expanded from seven to nine years in order to accommodate the increased requirements..." I believe the last part indicates that the development of society was in the hands of the future adult members of society (i.e. current students), but the use of "stille" is confusing to me.
