Page 11 of this document from the IFS talks a lot about "public balance". It may not be a common term, but it appears to be accepted - I imagine you could write "state net borrowing or lending", though my guess would be that this is EU terminology and is used as a yardstick for comparing member states.

Asker: Yeah, maybe. I found the first reference as well :) But "public balance" does not seem to be a commonly used term, does it?
