This would be the most neutral and most general of such terms. It must be preceded by the definite article (not just "common people").
"Ordinary people/citizens/Croats/Americans/Zimbabweans" (without the d. article) is also fine. I wouldn't restrict myself to such words as "consumers", "wage earners" or "taxpayers" as they're very specific. "Your average Joe", "the little man" and even "the hoi polloi" may be possible, but it all depends on the author's point of view.

Ako ovdje govorimo o necemu konkretnom kao novac, a govorimo, mislim da bi "average consumer" ipak bilo najprilicnije, posebice ukoliko autor teksta kasnije pomene "velike potrosace" i sl.

Explanation:
koliko god da zvuci nevjerovatno, mislim da je u ovom kontekstu ovaj izraz najprikladniji, upravo zato sto je u originalu stavljen pod navodnike.
Ako se i u prevodu stavi pod navodnike, znacenjski efekat je postignut.
Ja tako mislim.
Osim toga, "small people" nije neuobicajen izraz za jednostavne, obicne, prosjecne (itd.) ljude, odnosno gradjane, pa se moze sasvim lijepo u ovom kontekstu iskoristiti.
