Chinese term or phrase: “文化程度”,“教育程度”和“文化教育程度”的区别是什么?
All three of “文化程度”,“教育程度” and “文化教育程度” are used in an article I am translating. I wish to know whether they all mean the same thing (educational level) or whether there is a difference. Thank you all in advance.

English translation:Approximately the same thing
Explanation:
You certainly do see 教育程度 and 文化程度 used to mean the same thing - specifically the level of school education obtained (up to 15/up to 18/associate degree/BA/postgrad). (This is a Taiwanese doc, right? Normally on the mainland it would be 水平 rather than 程度).
In some contexts there can be a subtle difference - 文化 being how educated you are, which mostly comes from your schooling, but isn't exactly the same concept.

If there's no further evidence to go on, I'd plump for that: 教育程度 referring to one of the five options on the scale I gave, 文化程度 being a more general measure.

But they could easily be the same thing.

cultural background vs education vs enlightenment

Explanation:
yes, similar, but just an option:
文化程度 —cultural background, education
教育程度education as such, like in 教育程度上的资格education qualification, level
文化教育程度enlightenment, level of literacy
教育enlightenment, education
文化culture, civilization, general education, literacy
程度degree, level, order
may fit :-)
