This is another clause in a model joint venture contract, having to do with requirements for providing funding for changed amounts of registered capital. The full context is:

申请增加注册资本变更登记的，向登记机关申请注册资本变更登记时，投资者应缴付不低于百分之二十的新增注册资本，其余部分可在变更登记核准之日起两年内缴足。

I find this structure very confusing. What I've come up with so far is:
" . . . the remaining portion may be funded fully within two years from the date the changed registration is in accordance with the established norms."
But this sounds very awkward. Any help would be greatly appreciated!

Regarding applications for change in registration of increased registered capital, at the time of application, the investor shall pay no less than 20 percent of the newly increased registered capital. The rest may be paid in full within two years of the change in registration approval date.

Although the phrase "注册资本变更登记" is repeated in the Chinese, it's redundant so I left it out in the English version. I tried to make the translation less wordy. I hope my suggestion is helpful to you.
