grandfather policy Explanation: 老办法 are the old policies (can be benefits and other promises) when the 老人(=老职员) were hired. The old policies(rules, benefits, etc.) still applied to the original permanent staff. |

FYI Explanation: reading the entire sentence I think the best rendition should be the existing policy (老办法不是old办法,而是“原有的,也就是存在的办法)should apply to the existing staff (老人就是现有的职工) |
