Garlic shoot or garlic scape Explanation: The term garlic shoot is used quite loosely to mean cover garlic shoots, and garlic scapes. But if you want to be more accurate, it seems that "garlic scape" refers to the budded/seeded/flowered shoot of the garlic, and "garlic shoot" to the more tender shoot before it has bloomed. So it depends which of these you mean by 蒜苗. Another term "green garlic", refers to the immature garlic plant when it still looks like a big spring onion (see picture on the second link below).
