To make it clearer, we try to find out the meaning of "人员密集场所" in Chinese as follows:
"新消防法（09版）第七十三条：（四）人员密集场所，是指公众聚集场所，医院的门诊楼、病房楼，学校的教学楼、图书馆、食堂和集体宿舍，养老院，福利院，托儿所，幼儿园，公共图书馆的阅览室，公共展览馆、博物馆的展示厅，劳动密集型企业的生产加工车间和员工集体宿舍，旅游、宗教活动场所等。"

So, "crowded place" is definitely not a good translation.

A "人员密集场所" is not necessarily crowded. This "密集" is used in a comparative sense. For example, a school building is a "人员密集场所", but it is not and should not be crowded. And "densely populated" is in a demographic sense, although it has been used for translating "人员密集" very often.

"An assembly occupancy is generally defined as "an occupancy (1) used for a gathering of 50 or more persons for deliberation, worship, entertainment, eating, drinking, amusement, awaiting transportation, or similar uses; or (2) used as a special amusement building, regardless of occupant load." Assembly occupancies might include the following: Armories,assembly halls, auditoriums,club rooms, dance halls, drinking establishments and exhibition halls among others."
