I am not sure what 越民 in "结婚证字号(2004)越民字第XXXX号" means. If someone could provide a full translation of this segment I would appreciate it.

I don't think Vietnam would use Chinese in their marriage certificate. 越 should be short for 越秀区 of 广州。民 does mean "civil affairs" here.

agree  wenkost: You might be right, if the license is from Guangzhou. I have been away for so long, I hope they still have 越秀区. I like the idea of Phil Hand on his comment, translate the words into 拼音， "Yue Min"。

agree  Fang Huang: Yes, I think it could be short for Yue Xiu district in Guangzhou, but also could be short for Shaoxin city in Zhe Jiang Province. Wenkost, sure they still have Yue Xiu there, even bigger because Dong Shan is annexed to it.
