Explanation:
I'm not great on Taiwanese legal terminology, but my understanding of minjian is that it just means private, and the baobian just appears to mean "zoning", which I think is covered by the word estates.
I should note that this is a British English version. Americans might say zone, I dunno.

not familiar with traditional terms,too.

As we can see 民間報編工業區, 申辦毗連用地 are parallel,and all are way of getting a piece of land,my understanding of 报 and 编 are 上报,进行编制 which are report and record...as for 民间,it can be private business, or sole trader or private owner or grassroots.
