Explanation:
This is all that occurs to me.

I suppose the towing company deals with taping up vehicles whether it is asked to do so by the police or a court order.

It is believed the vehicle involved in the incident was a red Nissan. Officers were seen taping up a vehicle outside the arena this morning.

Unless it means that the company tows away vehicles that have been taped up/vehicles that bear police tape and/or when ordered by law.

I think my second suggestion is more likely because when some people discover their vehicles have been taped up, they prefer to leave it where it, is so as not to pay the fine. It can also happen when a vehicle has been stolen then abandoned.

A towing company is then hired to tow the vehicle away.

Though I'm not really sure.
