The "Draft Royal Decree regulating the sale of electricity and conditions for supplying electricity", if published in its latest version would not only disallow much disputed closed power networks, but also force existing industries to break up their electrical infrastructure (with the resulting costs associated with renovation) and assume new increases in power prices.

BTW I would simply say ."...and raise their prices." at the end. What does "assume" do here in English? Isn't it redundant.
