THE TERMS USED IN THE CURRENT STATUTES SHALL DENOTE THE FOLLOWING:
1. "WADA" shall mean the "World Anti-Doping Agency"; an international independent organization whose mission is to lead a worldwide campaign for a sport free of doping .
2. "General Assembly" shall refer to the legislative and supreme body of CAF.
3. "Association" shall mean a National Association recognised by FIFA and CAF. 4 . "CAF" shall mean the "Confederation Africaine de Football".
5. "IOC" shall refer to the "International Olympic Committee"; an international non-governmental and non-profit organisation, in the form of an association with the status of a legal person, based in Lausanne.
6. "Club" shall mean an association of persons statutorily organized for the specific purpose of playing the game of football collectively and recognised as an entity affiliated to a national association .
7. "CCE" shall refer to the "CAF Code of Ethics".
8. "CDC" shall mean the "CAF Disciplinary Code".
9. "World Anti-Dopi ng Code" shall refer to the regulations established by WADA to harmonize the rules linked to doping across all sports worldwide.
10. "Executive Committee" shall refer to the strategic and executive body of CAF.
11. "Confederation" shall mean a group of FIFA-affiliated national associations belonging to the same continent, or within a given geographic region.
12. "FIFA" shall mean the "Federation Internationale de Football Association" .
13. "Player" shall mean any Football player licensed by an Association.
14. "Football" shall mean the game of Football as governed by FIFA and organised in terms of the Laws of the Game as defined within the FIFA Statutes and by IFAB.
15. "IFAB" shall mean "The International Football Association Board".
16. "League" shall mean an internal organisation managing competitions, and subordinated to a national association.
17. "Member" shall mean an association that has been admitted by FIFA Congress and by the CAF General Assembly.
18. "Bona Fide Member" shall mean a member, having an authenticated membership or affiliation to an organization, association, or institution, whether by means of election, contractual relationship, or nomination.
19. "Official" shall refer to any referee, assistant referee, coach, trainer, technical , medical or administrative person, either at CAF, zonal, federation, league or club level, and shall further include any person at Executive or Committee level in such organisations and any other person required to comply with CAF statutes (except players and intermediaries).
20. "Zone" or "Zonal Union" shall refer to one of the six (6) regions of the African Continent as per CAF's geographical division of Africa. Each Zone comprises a number of National Associations, affiliated to CAF.
21. "Linguistic Groupings" shall refer to the three (3) groupings of CAF member Associations as per CAF's approved linguistic division.
N.B: Terms refer r ing to natural persons are applicable to both genders. Any term in the singular may also apply to the plural and vice-versa.

ARTICLE 1
NAME AND HEADQUARTERS
1. The Confederation shall be known as: the "Confederation Africaine de Football".
2. The Confederation Africaine de Football, "CAF", founded in 1957 in Khartoum, Sudan, is an international non-governmental organisation with its own legal persona.
3. The headquarters of CAF are located in Cairo, Egypt. The headquarters shall benefit from all and any advantages, privileges, which may be granted to international organisations. The Headquarters may only be transferred elsewhere by way of a three-quarters majority vote of national associations present at the requisite General Assembly Meeting. This decision shall be taken by means of a secret ballot.
ARTICLE 2
OBJECTIVES AND PRINCIPLES
1. The objectives of CAF shall be:
a) To promote and develop the game of football and increase its popularity in Africa; while considering its global, educational, cultural, and humanitarian impact by implementing youth and development programmes;
b) To promote the development of women's football and ensure the full participation of women at all levels of football governance;
c) To organise its own continental competitions, and any other intercontinental and/ or international competitions assigned by FIFA;
d) To draw up regulations and adopt provisions governing its activities, and to ensure those are respected;
e) To manage all forms of football by means of adopting and implementing the necessary or
appropriate measures to prevent any infringements of the Statutes, Rules and Regulations as well as any decisions or directives of FIFA and CAF; inclusive of the provisions of the Laws of the Game;
f) To prevent practices or procedures which may jeopardi se the integrity of the players, the game, or its competitions; or give rise to any form of abuse of the game of football;
g) To maintain relations with FIFA, the IOC, international sport organizations, as well as with other continental football confederations and zonal unions;
h) To promote football free from discrimination against any country, person or group of persons, be it the grounds of ethnicity, gender, language, religion, politics or any other reason;
i) To encourage national associations and public authorities to do their utmost to work towards the professional and social recycling of footbal lers;
j) To fight against doping, and to take the necessary measures to combat the use of prohibited substances in order to protect the health of footbal lers and the credibility of the competitions;
k) To promote friendly relations between National Associations, zonal unions, clubs, officials and players;
I) to ensure the independence of the management of African football, and avoid any form of political interference
m) To adhere to the fundamental principles of the Olympic Movement and to undertake:
• The promotion of peace, solidarity, fraternity and unity among footballers, officials, and clubs; both in Africa and Worldwide;
• To support the measures undertaken by the African Union and by other non-governmental organizations in favour of the youth, development of sport, culture, and education.
• To partake in the fight against scourges ravaging and/ or posing a threat to the continent and humanity; in cooperation with the United Nations, the African Union, and other specialised organisations;
2. CAF is required to comply at all times and unreservedly to the principles of good governance, integrity and sportsmanshi p; as well as to the Statutes, regulations, decisions and directives of FIFA.

3. Any person or organization involved in football in Africa has to respect at all times and unreservedly the principles of ethics and fair play enacted by CAF, the principles of integrity and sportsmanshi p as well as the Statutes, regulations, decisions and directives of CAF and FIFA.
4. CAF shall respect the human rights recognized internationally. ARTICLE 3
OFFICIAL LANGUAGES
1. The official languages of CAF shall be French, English and Arabic.
2. All CAF official documents sent to the national associations are written in French, English or /\rabic. Members shall be responsible for having these documents translated into their respective country's official language.
3. French, English, Arabic and Portuguese shall be the official languages of the General Assembly. Professional interpreters will ensure translation is made in these languages .
4. In the event of a discrepancy in the interpretation of texts, the French version shall be authoritative.
ARTICLE 4 ADMISSION
1. The Confederation Africaine de Football shall be open to the candidacy of any African national associations as being the official representatives managing football in their respective countries.
2. The Executive Committee may grant temporary membership, however, such membership shall be submitted to the next General Assembly for approval.
3. The General Assembly shall decide whether to admit, suspend or expel a member.
4. CAF shall recognise only one national association per country .
ARTICLE 5
ADMISSION PROCEDURE
1. Any African National Association applying for CAF membership shall submit an application to the CAF General Secretariat; together with a declaration affirming that it shall comply at all times with CAF Statutes, Regulations, directives and decisions, with the Laws of the Game as enacted by IFAB, as well as with the jurisdicti on of the Court of Arbitration for Sport.
2. Such application shall be accompanied by a copy of the Statutes and Rules and Regulations of the applicant Association. Any subsequent amendments to those texts shall be communicated to the CAF Secretariat within fourteen (14) days of such amendments.
3. Applications must be accompanied by the first year's membership fee, as determined by the current Statutes.
ARTICLE 6 MEMBERS' RIGHTS
1. Members shall enjoy the following rights:-
a) The right to take part in the General Assembly and use its right to vote,
b) The right to formulate proposals for inclusion of items on the General Assembly's agenda;
c) The right to nominate a candidate for the CAF presidency;
d) The right to nominate candidates for the CAF Executive Committee and FIFA Council
e) The right to take part in competitions organised by CAF;
f) The right to benefit from CAF's development, technical , and financial assistance programs.
g) The rights ensuing from the current Statutes and other regulations .
2. . The exercise of these rights shall be subject to the other provisions in the current Statutes and the applicable regulations; as well as directives and decisions taken by CAF bodies.

ترمز المصطلحات المستخدمة في اللائحة الحالية للاشارة الى ما يلى:
يقصد بتعبير ((WADA "الوكالة الدولية لمكافحة المنشطات" وهي منظمة دولية مستقلة تتمثل مهمتها فى قيادة حملة عالمية من اجل رياضة خالية من المنشطات.
2- “GENERAL ASSEMBLY” تشير الى السلطة التشريعية والهيئة العليا للكاف.
3- يقصد بتعبير”ASSOCCIATION"الاتحاد" الاتحاد الوطني االمعترف به من قبل الفيفاوالكاف.
4- “CAF” ويعنى “الاتحاد الافريقى لكرة القدم".
5- " “IOC " تشير الى "اللجنة الاولمبية الدولية", وهى منظمة دولية غير حكومية ومنظمة لا تستهدف الربح, فى شكل اتحاد بصفة اعتبارية فى لوزان.
-6قصد بتعبير”نادي" “CLUB" رابطة من الاشخاص نظمت قانونيا لغرض محدد هو للعب كرة القدم بشكل جماعى ومعترف به ككيان يتبع الانحاد الوطني.
7- "CCE" تشير الى "مدونة قواعد سلوك الكاف".
8- يقصد بتعبير "CDC"لائحة جزاءات الكاف.
”WORLD ANTI DOPING CODE”-9ستشير الى اللوائح الموضوعة من قبل ((WADA لتنسيق القوانين المرتبطة بمكافحة المنشطات بكافة الرياضات على مستوى العالم.
10-“EXECUTIVECOMMITTE’ اللجنة التنفيذية" تشير الى الهيئة الاستراتيجية والجهاز التنفيذى للكاف.
11- قصد بتعبير “COFIDERATION” كونفدرالية" مجموعة من الجمعيات الوطنية التابعة للفيفا التى تنتمى الى نفس
القارة او منطقة جغرافية محددة.
12- يقصد بتعبير “FIFAالفيفا" "الاتحاد الدولى لكرة القدم".
-13 “PLAYER”لاعب" يعنى اى لاعب كرة قدم مرخص له من قبل الاتحاد.
- 14 يقصد بتعبير "FOOTBALLكرة القدم" لعبة كرة القدم التى تديرها الفيفا وتنظمها قوانين اللعبة على النحو المحدد فى لائحة الفيفا الاساسية من خلال IFAB.
-15 يقصد بتعبير "IFAB" مجلس الاتحاد الدولي لكرة القدم.
-16يقصد بتعبير "LEAGUE" "الدوري" تنظيم داخلى لادارة المنافسات و تخضع للاتحاد الوطني.
-17يقصد بتعبير " ”MEMBER”العضو" جمعية تم قبولها من قبل مجلس الفيفا والجمعية العامة للكاف.
18- يقصد بتعبير “BONA FIDE MEMBER" "العضو الاصلي" الجمعية ذات العضوية الرسمية او المنتسبة الى منظمة او جمعية او مؤسسة, سواء عن طريق الانتخاب او عن طريق علاقة تعاقدية او الترشيح.
19- “OFFICAIL” "الموظف" يشير الى اى حكم, الحكم المساعد, المدير الفني, والمدرب , الجهاز الفني او الطبي او الاداري سواء على مستوى الكاف, المنطقة, الاتحاد, الرابطة او النادي, وتشمل كذلك اى شخص فى السلطة التنفيذية او بمستوى لجان هذه المنظمات واى شخص تنطبق عليه لائحة الكاف( باستثناء اللاعبين والوسطاء).
20- “ZONE” “الاقليم" او“ZONAL UNION" "النطاق الاقليمي ويشير الى واحد من ستة مناطق بالقارة الافريقية حسب التقسيم الجغرافي للكاف لقارة افريقيا. تضم. كل منطقة عددا من الاتحادات الوطنية المنتمية للكاف.
21- " ”LINGUISTC GROUPINGS"التجمعات اللغوية" تشير الى ثلاث مجموعات لغوية لاعضاءاتحادات الكاف بحسب ما أقره القسم اللغوي بالكاف.
ملحوظة: تشيرالمصطلحات الى الاشخاص الطبيعيين و تنطبق على الجنسين . وكذلك فاى مصطلح بصيغة المفرد قد
ينطبق ايضا على الجمع والعكس صحيح.
المادة 1
الاسم والمقرات الرئيسية:
1- سيتم تعريف الاتحاد ب" الاتحاد الافريقى لكرة القدم".
تم تأسيس الاتحاد الافريقى لكرة القدم "كاف" عام 1957 فى الخرطوم بالسودان,وهي منظمة دولية غير حكومية ذات شخصية قانونية مستقلة.
يقع مقر الاتحاد الافريقى فى العاصمة المصرية القاهرة .ويتمتع بكافة المزايا والامتيازات التى تمنح للمنظمات الدولية.
ولا يمكن نقل المقرالرئيسي الى مكان اخر الا عن طريق التصويت باغلبية ثلاثة ارباع الاتحادات الوطنية الحالية
فى اجتماع الجمعية العامة الرئيسية. ويكون اتخاذ هذا القرار عن طريق الاقتراع السرى.
المادة 2
الاهداف والمبادئ
1 - اهداف الاتحاد الافريقى هي:
ا) تعزيز وتطوير لعبة كرة القدم زيادة شعبيتها فى افريقيا; مع الاخذ في الاعتبار اثرها العالمى والتعليمى والثقافى والانساني عن طريق تنفيذ برامج الشباب والتنمية;
ب) تشجيع تطوير كرة القدم النسائية وكفالة المشاركة الكاملة للمراة بكافة مستويات ادارة كرة القدم;
ج) تنظيم المسابقات القارية الخاصة بها, واية مسابقات دولية و/اوالمسابقات الدولية المزمعة من قبل الفيفا;
د)وضع النظم الاساسية واعتمادالاحكام التي تنظم انشطتها وضمان احترام تلك النظم;
ه) ادارة جميع اشكال كرة القدم باعتمادو اتخاذ وتنفيذ كافة التدابيرالضرورية والمناسبة لمنع اى مخالفات لقوانين واحكام ولوائح وكذا قرارات وتوجهات الفيفا والكاف بما فى ذلك احكام قوانين اللعبة;
و) منع الممارسات اوالاجراءات التي قد تهدد سلامة اللاعبين او اللعبة اومسابقاتها; او اى شكل من اشكال سوء الاستغلال فى لعبة كرة القدم;
ز) ان تقيم علاقات مع الفيفا اللجنة الاوليمبية الدولية, المنظمات الرياضية الدولية, وكذلك مع الاتحادات القارية والاقليمية الاخرى لكرة القدم;
ح) تطويرلكرة القدم خالية من التمييز ضد اى بلد او شخص او مجموعة اشخاص, على اساس الاصل الاثنى او الجنس او اللغة او الدين او السياسة اواى سبب اخر;
ط) تشجيع الاتحادات الوطنية والسلطات العامة على ان تبذل قصارى جهدها من اجل العمل على اعادة التدوير المهني والاجتماعي لللاعبين;
ى) مكافحة تعاطى المنشطات, واتخاذ التدابير اللازمة لمكافحة استعمال المواد الممنوعة بغية حماية صحة اللاعبين ومصداقية المنافسات;
ك) تعزيز العلاقات الودية بين الاتحادات الوطنية والمناطق والنوادى و المسؤولين واللاعبين;
ل) ضمان استقلال ادارة الاتحاد الافريقى لكرة القدم, وتجنب اى شكل من اشكال التدخل السياسى;
م(تمسكها بالمبادئ الاساسية للحركة الاولمبية والتعهد بما يلي:
* الترويج للسلام والتضامن والاخوة والوحدة بين اللاعبين والمسئولين والاندية فى افريقيا وفى العالم اجمع;
* دعم التدابير التى يضطلع بها فى الاتحاد الافريقي وغيره من المنظمات غير الحكومية لصالح الشباب وتطوير الرياضة والثقافة والتعليم.
* المشاركة فى مكافحة الكوارث التى تدمر و/او تهدد القارة او الانسانية بالتعاون مع الامم المتحدة والاتحاد الافريقي وغيره من المنظمات المتخصصة;
2- يلتزم الكاف فى جميع الاوقات ودون تحفظ بمبادئ الحكم الرشيد والنزاهة والروح رياضية وكذلك قوانين ولوائح وقرارات وتوجيهات الفيفا.
3 - اى شخص او منظمة تعمل فى كرة القدم فى افريقيا يجب ان تحترم فى جميع الاوقات بلا تحفظ مبادئ الاخلاق والنزاهة واللعب النظيف التى يسنها الكاف فضلا عن قوانين ولوائح وقرارات وتوجيهات الكاف والفيفا.
4 - تحترم الكاف حقوق الانسان المعترف بها دوليا.
المادة 3
اللغات الرسمية
1- اللغات الرسمية للكاف هي الفرنسية والانجليزية والعربية.
2 - جميع الوثائق الرسمية من الكاف الى الاتحادات الوطنية مكتوبة بالفرنسية او الانجليزية او اللغة العربية. ويقع على عاتق الاعضاء مسؤولية ترجمتها الى لغة بلدانهم الرسمية.
3 - الفرنسية والانجليزية والعربية والبرتغالية والفرنسية هى اللغات الرسمية للجمعية العامة.وسيكفل مترجمون ن فنيون فورييون الترجمة بهذه اللغات.
4 - فى حالة الاختلاف فى تفسير النصوص, يكون النص الفرنسى هو النص الرسمي.
المادة 4
القيد
1 –يفتح الاتحاد الافريقى لكرة القدم باب الترشح لاية اتحادات وطنيةافريقية بوصفها الممثل الرسمي لادارة كرة القدم فى بلدانها.
2 - يجوز للجنة التنفيذية منح عضوية مؤقتة, الا ان مثل هذه عضوية ستحال الى الدورة التالية للجمعية العامة للموافقة عليها.
3- تقرر الجمعية العامة قبول او تعليق او طرد اى عضو.
يعترف الكاف باتحاد وطني واحدعن كل بلد.
المادة 5
اجراء القيد
1- يقوم اي اتحاد وطني افريقي يرغب بالانضمام الى عضوية الكاف بتقديم طلب الى الامانة العامة للكاف ; اضافة الى اقرار يؤكد فيه امتثاله, فى جميع الاوقات لقوانين ولوائح وتوجيهات وقرارات الكاف وبقوانين اللعبة التي اقرها المجلس الدولي لكرة القدم بالاضافة الى السلطة القضائية لمحكمة التحكيم الرياضى.
2-يكون هذا الطلب مصحوبا بنسخة من اللائحة الاساسية والقواعد المالية للاتحاد مقدم الطلب ويتعين ابلاغ الامانة العامة للكاف باية تعديلات لاحقة على تلك النصوص فى غضون اربعة عشر (14) يوما من تلك التعديلات.
3- يجب ان يتضمن الطلب رسم عضوية السنة الاولى, كما اقرته اللائحة الحالية.
المادة 6
حقوق الاعضاء
1 - يتمتع الاعضاء بالحقوق التالية:
ا) الحق فى المشاركة فى الجمعية العامة واستخدام حقها فى التصويت,
ب) الحق فى صياغة المقترحات لادراج بنودها فى جدول اعمال الجمعية العامة;
ج) الحق فى تسمية مرشح رئاسة الكاف;
د) الحق فى تسمية مرشحين اللجنة التنفيذية للكاف ومجلس الفيفا;
ه) الحق فى المشاركة فى المسابقات المنظمة من قبل الاتحاد الافريقى;
و) الحق فى الاستفادة من برامج المساعدات التنميوية والتقنية والمالية للكاف.
ز( الحقوق المترتبة على اللائحة الحالية وغيرها من القوانين.
2 - تخضع ممارسة هذه الحقوق للبنود الاخرى الواردة فى اللائحة الاساسية الحالية واللوائح المطبقة; فضلا عن التوجيهات والقرارات التى اتخذتها هيئات الكاف.
