I just cannot make head nor tail of this sentence (I sense it will need to be restructured in English completely), from a tax audit report of a company that produces oil:

Avverso il presente processo verbale non è ammessa l'impugnazione immediata e la constatazione dell'infrazione di cui sopra sarà formalizzata con apposito atto di contestazione dall'Ufficio delle Dogane di XXXX, ai sensi dell'art. 16 del D.Lvo...
